Are All Parts of the Bible Still Relevant?

Yes, absolutely Yes and if anyone is telling you any different don't believe them. The old laws are no longer in practice where they sacrificed animals and such at the altar because Jesus was the ultimate sacrifice for us all Jews and Gentiles. But all of the 10 commandments are still to be upheld, I know there is much dispute over this, but I believe it to be still in effect because in Matthew it clearly states that we should keep all commandments and Matthew is the new testament after Jesus came and died.
