How do boy racers get to afford to drive powerful cars for their first car?

I would like to know how do these kids get insurance on these high powered cars such as most Jap cars like Type-R, Celica's, Impreza's & Evo's. I've seen loads of them driving these cars and they look like they just ped their test! They drive with no regards of safety on the road. So how do they get to buy these cars? I'm 34 and insurance for a Skyline GTS would be �1400 a year! so how on earth can these young boys afford to drive these cars let alone modify them? Any idea's to the question?
